Whereas
Today one of our young children lies in a hospital in Boston facing a long struggle with rehabilitation, a resident of Newton is slowly recovering, and a tourist from Scotland lays dying in his home country having been struck by the deadly disease Eastern Equine Encephalitis
The agencies of the government of the State of New Hampshire and the local town governements are not well organized to deliver effective mosquito control across a regional area,
Some agencies have ignored warnings from the New Hampshire Departement of Public Health regarding the risk of EEE to the detriment of the citizens,
The Reputation of the State of New Hampshire (and tourism) is being damaged by our lack of a common sense mosquito abatement program,
Neighboring states such as Massachusetts have mosquito control districts which work effectively to minimize mosquito-borne illnesses in that state, and
The proper use of mosquito treatment technologies will minimize the reactionary overuse of chemicals that may pose a greater risk to our natural environment.
Therefore,
We the undersigned citizens of the State of New Hampshire petition you to take the following actions as quickly as possible:
1. An Executive Order to create mosquito districts with the responsibility and capability of taking mosquito control measures when appropriate on state,town, and private land in a consistent manner,
2. Review laws, policies, and procedures that may hinder these mosquito districts from carrying out their assigned duties and remove any barriers discovered,
3. Budget monies for 2008 and future years so that these mosquito districts can carry out their duties,
4. Determine that these mosquito districts be held accountable for taking appropriate actions to put people ahead of mosquitos and minimize the risk of EEE and other mosquito-borne illnesses in our state.
